If he is not a prisoner, it could set a precedent—there are other mages with no relationship to the Inquisition. Apostates. If it is used to a good end that will give fuel to anyone who would see them used more broadly. And it could jeopardize your reputation among mages if anyone knows. It is one thing to grudgingly agree to phylacteries for prisoners to secure other gains, another to actively assist.
He is a bastard, and can the Archon even be a real precedent for anyone else? The only other mages that are anything at all like the Archon in any way are other vint magisters. Doesn't showing we're as against them as anybody else help us, and help people distinguish between them and us? I don't want anyone thinking I think the Archon's one of us.
I'm not sure how much leverage I have here. It depends whether Skyhold is aware of this and approves--I assume so, which means she could probably get someone else there to do it if she must. I don't think Shivana would and who knows about Amsel. I doubt there's anyone else here who knows how. I'm probably the likeliest of the three here to keep it secret for her.
So maybe a little, but only a little. Can you think of anything I might try to buy with that?
Which is more important, that Skyhold know I was helpful, or that I am able to deny any part in this and claim Coupe's lying in the future if it ever comes out?
[ He hums. Later he might feel bad that working through his has made him stop thinking about Gareth, but at the moment it's, you know, made him stop thinking about Gareth. ]
The people who would take issue with it—some Resolutionists. Libertarians who already disliked you personally. I do not think it would become a real issue unless someone wanted to argue you should not be trusted, and if there are rumors or denials it could easily be worse. If you do not hide it, you can explain why. Mage freedom is not the freedom to stand on the backs of slaves and the poor. The Aequitarians would like that.
Yeah. Those who honestly think it's wrong are probably either too cozy with Tevinter and exactly the kind of problem me doing this will help counter, or those with weak stomachs for everything else we do anyway. I doubt it will make any real difference in terms of Skyhold's assessment of me, and anyway their opinion hasn't seemed to have any real impact so far anyway. But if I tell Coupe not to tell them it will look like I'm hiding it and make her think it's leverage she can use.

On the other hand, he is a bastard.

[ The end of the world suddenly becomes imminent, but don't worry, he's going to avert it: ]
Short of making us all phylacteries, [ he adds, like self-deprecating small print, ] and giving them to the Chantry.
